NEW ORLEANS (AP) — The Louisiana Legislature's redrawn congressional map giving the state a second mostly Black district is being challenged by 12 self-described “non-African American” voters in a new lawsuit. At least one person, state Sen. Cleo Fields, a Black Democrat from Baton Rouge, has already said he will be a candidate in the new district. WASHINGTON (Reuters) - A U.S. appeals court on Wednesday said it struck down the Biden administration's decision to deny small refiners "hardship waivers" that exempt them from nation's biofuel mandates, in a win for the refining industry. The U.S. Court of Appeals for the Fifth Circuit found in favor of refineries that challenged the EPA's decision, including Ergon, Calumet Shreveport and Placid. Under the Renewable Fuel Standard (RFS), oil refiners must blend billions of gallons of biofuels into the nation's fuel mix, or buy tradable credits from those that do. The EPA can, however, award exemptions to some small refiners if they prove that the obligations cause them undue harm. Refiners, meanwhile, have long argued that the nation's ethanol mandates impose unfair costs on fuel producers, and can threaten the viability of small plants.

(AP) — A woman was found guilty Wednesday of throwing her sons into a Louisiana lake, killing a 10-month-old and injuring the older child, authorities said. Jurors deliberated about two hours before returning unanimous verdicts against Ureka Rochelle Black, 34, of Shreveport, the Caddo Parish District Attorney's Office said. Black was charged with murder and attempted murder after she threw the 10-month-old and her older son, then 5, into Cross Lake on Sept. 24, 2021. CNN —Three people are dead and at least six are injured following a shooting just before midnight on Tuesday, according to information provided to CNN affiliate KSLA by Shreveport officials. It was difficult to get to the victims due to the amount of vehicles at the scene, according to information from police released to KSLA. The gathering “was a block party that is held every year on the Fourth of July,” Shreveport District A Councilwoman Tabatha Taylor told KSLA. Now we are the victims of a mass shooting in our community,” Taylor said. “It is trauma for those individuals that only wanted to have a very good time on this holiday.”CNN has reached out to Shreveport police about the shooting but have not received a response.

Four people were killed and seven others were wounded in a shooting at an Independence Day celebration in Shreveport, La., on Tuesday night, the authorities said. Officers responded to a call of shots fired shortly before midnight at a gathering in the northwest section of the city, Sgt. At least one gunman opened fire at a gathering of about 100 people, she said. A motive for the shooting was not immediately clear and no arrests have been made. Sergeant Willhite said the police found “some rifle shell casings on the scene,” but it was unclear whether the casings were from the same gun.

July 5 (Reuters) - A Philadelphia resident arrested in one of a series of mass shootings across the county over the Fourth of July weekend was arraigned in court on Wednesday on five murder counts and other charges, online court records showed. The suspect, identified as 40-year-old Kimbrady Carriker, made an appearance in Philadelphia County Municipal Court for an arraignment on charges that also included four counts of attempted murder plus reckless endangerment and aggravated assault charges, court records showed. Another mass shooting occurred in Salisbury, Maryland during a block party. The rash of gun violence over the last several days is part of a surge in mass shootings in the United States since the beginning of the COVID-19 pandemic in 2020. As of Wednesday, 351 mass shootings have taken place across the country so far this year.

Summer days overall have higher numbers of mass shootings than other times of the year, according to CNN’s analysis. Of the top 10 calendar days with the highest number of mass shootings since 2014, all but one — New Year’s Day — was in June, July or August.
